Anyone know how to cool a room WITHOUT using an A/C window unit?

FIRST: Serious answers only please, I can't stand people who mindlessly post irrelevant comments!
I'm currently living in Southern CA and the summer is going to be hot like last year...and I'm living in an apartment that has windows that are such that an A/C window units cannot be used. Also, I do NOT have central air and there are no A/C units in my apartment because of the windows. I know that there are "stand alone" A/C units that can cool a room, but they are beyond by budget. Also, I don't plan on staying in this apartment much longer and would not have use for the stand alone unit in the future.
I have been told that there are "fans" that you can add ice and water to and that it will make the air a little bit cooler if you're directly in the line of the air current. Has anyone used one of these units or know about them? I have to spend a lot of time at my desk this summer and want to find a way to make this tolerable in June and July!

What you are talking about is a "swamp fan".
A bowl of ice water in front of the fan cools the air and lowers the temp a few degrees.
Get a Vornado fan.
Then Circulate the air and cool the apartment that way. I have one, they are heavy duty come in a variety of sizes and last for years.
I turn it on, and the room cools in just 2 minutes as it circulates air.
Also- drapes and shades- make your place a cave, it'll be cooler.

a box fan is ur best bet it moves the most air. i live in so cal as well. i live in a house and it expensive for air so we installed new windows but we use box fans to keep the house cool we sleep w windows open so it cools off and then run the fans all day.
Keep all your windows open at night but as soon as you wake up or at the first sign of the sun in the morning, shut all your windows & blinds and start running a fan. I don't know about the ice & fan thing, I can't imagine that would be very safe at all. Keep your use of electronics to a minimum, too.

Use a Box fan or any good fan..keep the house dark during the day...windows open in the evening
What i did at my last place was freeze gallons of water.then place one gallon in front of the fan and one behind it..its free and there reusable...if you had 4 you could rotate them and always have them ready..Keeping cold air around the fan is key otherwise your jsut moving around room tempature air...Best of luck hope this helps
I live in N.Cal and last year during that gawd-awful heat wave when we had 110+ degree weather, my friend used the ice and box fan idea.
She went to the store and picked up a big block of ice and set it on a tray - deep enough to catch the melting water, but not so deep that it covered it completely - and she set the fan behind it. She sat in a chair in front of the ice.
It wasn't enough to cool down the whole house, but it was enough to give her relief from the intense heat.
Other than that, I would suggest a free-standing evaporative cooler - I bought one last year for less than $100 at a local home improvement store. And you just fill it up with water and let it run...the cooler the water that you fill it with, the cooler the air that comes out of it. The only thing was that it ran out of water pretty quick, so I was filling it up at least a couple of times a day.
Don't buy yet the Fan that you can add ice till you read this.
Unfortunately I just bought that thing And it did not work, then I search and search why in the mall it was cool and in my home it is not.
The reason, humidity, if you are living in a humid place it will not work, it uses water to cause temperature difference.
If your place is humid like Philippines, it is not strong enough to make the surrounding air cool.
It will work thou if you have dry air, as the cool water vapors will mix with the dry air and it will cool your room
