The newspaper answer is a very good one. If you want something a little less bulky, you could try those foam, egg crate type mattress pads. You can even attach those to the garage door with low melt hot glue. They aren't that heavy so it shouldn't interfere with the door and will block out the sound fairly well. Use extra thicknesses on the side that connects to the house.
My cousin shredded up newspapers and placed them inside black trash bags and then took the air out of the bag. He put them all over the garage walls and you couldn't hear anything from the outside but a little bit of a muffle.
Very cheap also. I bet you could talk some neighbors into saving their papers for you...especially once they know what it's for. ;-)
There is no cheap way. Any real solutions involve major construction projects like building "sound walls" or sheet rocking with expensive sound deadening board. Then, there is the issue of the garrage door. This is almost impossible to sound proof. Your cheapest solution is to buy an electronic drum set, and wear headphones. A compremise may be to stuff sound dampening matterial inside the drums (blankets, pillows, etc.) I realize this ruins the experince of playing, but, it is a better experience than having the cops at your door.
DON'T USE NEWSPAPER! Not only is it a severe fire hazard, it can invite mold and other issues if it gets wet. Fiberglass is probably your best bet, if you can get into the walls. If you can't, try the blankets.
