Is it permissible to run waste water from a house into wetlands? I believe it is called gray water?
Question:It seems to be killing the small frogs in the wetlands. No one seems to know the answer. I haven't called zoning board yet? Is that the right place to report this?

I would imagine it depends on where you live. In hick-country USA where I live, it's totally acceptable to have your dishwasher or wash-machine water go out of a pipe and onto the ground. I would be sure that what you think is grey-water is really grey water. It may be possible that the house has under the gound drain pipes from the eves. i.e.- Rain water runs off the roof into the eves, goes down a pipe on the side of the house and runs under the ground to exit. Zoning board is certainly a good place to start and if they can't help you then the state department of Natural resources or state department of environmental protection would certainly look into it. Keep in mind, that would be a good way to P*ss off your neighbor with a hefty fine and cause them to be out for revenge.
you need to call the health department in your area, that or environmental affairs. This is not what you want coming from your house, lowers property value
Report it. Gather as much info as possible ie, source of pollution, frequency and effects. Good luck.
I'm no expert, but I read in Wired Magazine in January that gray water has lots of nutrients and is good for the garden. I figure what's good for the garden is good for the wetlands.
