Honestly, I would look for someone man or woman who already does a neighbor's home. This way you know the person can be trusted even if you can't be there when he or she comes to clean. Plus, you can actually see what kind of work they do looking at a neighbor's place.

Do they do windows or not?? Ironing or not? Cook also ? pay depends always on experience ...hire someones grammy ...she'll know everything ! The younger the less experience they have and the more they use the microwave ! look for someone with some gray in the hair and a Mrs.Doubtfire attitude!
