Usually it is a room that is slightly larger than a normal laundry room that can act as a storage area for cleaning/house upkeep supplies, along with being the place for you to do your laundry.

A utility rom is the same thing as a laundry room. It would contain your washer and dryer and extra's such as your hot water heater and a sink. Have seen several that have enough room for a refrigerator or upright freeze.
The term "utility room" can mean different things depending on where in the USA the house is located, the size and type (Colonial/split level etc.) of the house.
If the house plans shows plumbing in the room then it's a laundry room that can hold a washer/dryer. If not, the room can be put to many uses.
My mom has a utility room. It's in between her kitchen and the garage. From the utility room you can get to a small bathroom or the basement. She has her washer and dryer in the utility room also.
