Double check your lease. Many leases have a clause in it stating that apartment floors must be covered with a rug for purposes of deadening noise and protecting the floor...my last lease stated 80% of the floors except for the kitchen and the bathroom had to be covered with a rug.

If there is nothing in the lease to help you, you must file a formal complaint with the landlord or management office.

(By the way, in the first apartment I had the woman upstairs from me was always blasting heavy metal and walked around in noisy high heels all day and night...fortunately I had a better sound system than she did and I blasted German opera up through the ceiling one night and she cut it out!)

I had the same problem when I lived in an apartment. The people above me sounded like a herd of elephants! I don't think they even realized how hard they walked. But they deserve to live without feeling like they have to walk on eggshells in their own home. I finally got used to the sound, but when I moved into my own home, I fully appreciated not hearing those sounds anymore. Don't get in a pi**ing contest with them, it won't work. It just makes it worse. The only solution is to move to a lower floor or get your own place. Good luck:)
See if your landlord will install carpet up there with very thick padding. Most people in the upper apartment have the good sense to wear house slippers when home.
There isn't anything you can do other than complain to the landlord. I was one of those upstairs tenants, with kids. My son has autism and I was watching both of my toddlers full-time; the lady downstairs was studying for college and went nuts with the noise (we had carpet, even). I finally allowed them to terminate my lease and left, since I wanted to move anyway. If you're stuck, you could try a white or pink noise generator; it creates perfect noise--static--that drowns out virtually everything. But since you're already keyed into the sound of footsteps, it'll just drive you crazy when the slightest sound comes through. If you were there first, protest; if not, you might just have to move.
