Yes. They make an air conditioner that is based on water evaporation as a cooling method. I can't think of the company that makes them but we called them swamp coolers because they raise the humidity. It's cooler but more humid and sticky.
At Target they have portable A/C units that can roll from room to room that work very well but they have an exhaust hose (sort of like a clothes dryer but made of plastic) that must be vented out a window. You might want to check one of those out. I have one and it's great. Made by Haier.
Yes, it recycles the room air and uses water. They are very noisy and not that effective - but people use them.
I dont think there's such air-con. The heat has to go out somewhere outside the room. Without the compressor outside, there's no way the heat is going to get out.
Unless there's a new technology to counter those heat...
As the law of physic states: energy cannot be created nor destroyed, in this case, heat energy.
Take for example the fridge, the heat is taken out from the inside and release those heat at the back.

outside - and a heat pump - does the opposite in winter

Simple thermodynamics. Any air conditioner is going to make make more hot air than cool air, because the motor has to work hard and gets hot. Therefore, they must vent the hot air outside, otherwise the room will only get hotter. I'm not aware of any air conditioner that has been able to overcome the second law of thermodynamics.
Airconditioners work by moving heat from a spot to somewhere away from that spot making the temperature go down. This will cool a room but heat up another location. I'm sure you could move the heat wherever you wanted whether it be inside or outside your house. Spot coolers and refrigerators are examples of indoor airconditioners so yes there are some but you wouldnt be solving the problem of removing heat from your house.
Unless of course you found an AC based on a chemical endothermic reaction you need to vent the heat somewhere.
They used to have a cooling unit, that you filled with ice and it cooled until the bulk of the ice thawed. A water cooled unit is good, but it requires running water, so it needs a drain, or cooling tower.
YES they now sell these portable room a/c. Check the big box stores likes Lowes, Home Depot, Menards. They advertise them on occsion.
You still need to drain the water (condensation) that the a/c pulls from the air/humidity.
