What is this strange gelatinous substance on my driveway?

Hard to tell exactly from the picture, but it may be something regurgitated by an animal (cat, dog, racoon, etc.).
did a large bird stop by your place?
It looks like a cotton wool ball, which has been spread out... with a blob of paint on top of it.

Have you tried to touch it?

It also looks like a melted marshmellow on top of something.

I came to the conclusion though, that you live in America - so It really truly, could be ANYTHING!
Do you own a large dog, or is there one in the neighborhood? It looks like dog slobber/vomit. I've had dogs all my life and have seen it several times. Usually happens when they eat grass because they feel sick. They will then cough up that clear jelly like stuff with some froth (stomach acids).

Nothing to worry about.
