Which is better pine needles, pine bark, or stones?

pine needles will keep the weeds down if not away all together.
I have used the pine bark and stones and they are a pain to weed .
if you put the pine needles down first then put some stone over them, they will look nice but you will still have to move them if you want to put more needles down.

I dig rocks out of my garden
I mulch plants with pinestraw.
I put pine bark around shrubery
Gravel does not change color, blow away, rot or otherwise have to be replaced.
