Why do fans turn from "off" to "high" then to "medium" then to "low"?

Question:Wouldn't it make more sense to go from off to low and then up to high? It's always bothered me.

Answers:
I have 3 different fans here at my house. 1 of them goes from "off" to "high" etc, but the other two actually go from "off" to "low" to "med" etc.

I agree, it never made sense to me about going straight to high from off. I keep trying to turn off my one fan but actually keep turning it to low instead. LOL Frustrating!
