How can I level a soft-sided, 13 foot, above ground pool on an uneven ground?

Order a cubic yard of fine gravel (1/4 minus)
have it dumped on the location.
Rake it out level all over.
Order a cubic yard of crushed (not beach) sand and have it dumped on the gravel, then rake it out level as well.
Rent a stamper and tamp the whole area firm, filling depressions by raking a bit more sand in to them.
Install pool.
The bottom will be firm and level, as well its foundation will drain and not shift.
