Sprinkle Boric acid. You can find this in the health and beauty section of your store. It comes in a round container usally. Sprinkle it under cabinets, in cabinets, under fridge, behind fridge, in your dresser drawers, under anything behind anything, including washer and dryer. Sprinkle in basement around the walls and undersinks. You don't need a lot when you sprinkle. You may need to buy a few containers to cover your whole house. Also sprinkle this around the out side of your house. You don't have to mix with water.

go to an exterminating shop they'll tell you what to do
You will need to have an exterminator treat the whole building. It will take several treatments to make sure you get them all.

Sorry to deliver the bad news but it's the only real way to do it
Clean with pure bleach no dilution and have your apt manager call orkin ASAP. If not all the apts will end up having them.
