There are state and town as well as federal building codes that have to be met if you are to build.
If it is for fun, try an architectual software program.

there is no set way to do a foundation plan. you first have to determine the type of foundation you need, that is mostly determined by the part of the country in which you are building. then the floor plan will determine the location of load bearing walls. no web site can tell you how to design your foundation.
