My neighbors trees hang over on my house. Who should pay to have them trimmed?

If it's an inconvenience or eyesore, then it's your dime. If it's a hazard, then you can force the issue with the town. If he doesn't act, then any damage caused by falling limbs would be his fault. That is my understanding on how things work in NJ.

Of course, if you need to push the issue then your relationship with your neighbor will be strained.

If you want them trimmed (only the portion that is over your property line) then you pay for that service.
If you can talk with your neighbor, if they are having the tree pruned, then their tree service will do your side of the fence as well, included in the price.
If your neighbor does not want the tree pruned, then you can still have what is on your side of the line pruned, at your cost, however the tree service has to stay on your side of the fence as well.
Anything hanging over your property is free game for you. However, trimming just your side will harm the canopy of the tree and make it look lopsided. I would talk to your neighbor and see if you can come to some sort of arrangement with them to split the cost.

You could just trim them back so they don't touch the roof of your house. Personally, this is what I would do. The shading it provides also keeps your house cooler.

Really, it is their responsibility to trim them. Most people do not though, in my experience. Maybe they do not realize they are in the way. Asking them can solve a lot of problems. They may just cooperate.
