The 18 stands for the ratio of nickel in the steel and the 10 stands for the chromium. The difference between 18/10 and 18/8 is so small you will never know the difference. Just pick up a piece and get flatware with some weight to it. The chromium and nickel give it hardness, luster, and corrosion resistance, but if the flatware is thin, less of the metal is being used. Get a set with heft whether you choose the 18/10 or 18/8.
18/10 is the highest quality of stainless steel. 18/8 is still okay, but the quality won't be as good. I can't remember what the numbers refer to exactly, but it's to do with certain metals in the flatware. In my opinion I would go with 18/10.
