Can a vegetable garden be tilled and planted from seed right now May 18 or do the plants have to go in?

You need plants- except for beans - My dad starts seeds indoors in Feb - in order to be planted in May.
You would be pushing the growing season. If you have a long summer period, you may be able to do it. Most vegetables have a 75 to 90 day to harvest span.

You should be fine with seeds or plants. In most zones the frost date has passed. Keep an eye on the temps though, you don't want to have a frost and not be prepared.
