What's the difference between concrete and cement? What's good for stopping puddling water in a yard?

probably stated on a bag of Concrete at the hardware store.
When water is mixed in ,solid Concrete is formed after it dries. Cement mixed with water forms solid Cement after it
dries. I believe Cement is much more brittle and weaker under stress (ok for patios/basement floors).
