Ceiling fans are energy efficient because they circulate the cooled air evently throughout the space. Floor fans are usually over powered and generally not cost effective to run. A programable thermostat will save lots and lots. Setting the AC at 75 will save tons more money than having it set at 70. You can do a lot of math to prove this out if you like. Or you can even measure the differance at your home's power meter by recording the numbers over a perior of several hours.
You can also reduce electric usage in your home by:
Raising the temp in your fridge or freezer. fridge 40-44F freezer 31F
Lowering your temp on electric hot water heater. 120F MAX, 110-115 should be enough.
Installing compact fluorescent light bulbs. Its a solid 5% off your elec bill.
It's not so much about ajusting you a/c, its the fact that your fans are moving the air around. You save about 30% on your ac costs by running a ceiling fan.
