Is putting a soaker hose around your houses foundation a good idea?

I have a lifetime transferrable warranty on the foundation for my house, and one of the stipulations is we must have soaker hoses installed, and use them. We void our warranty if they come out to do damage work and find the soil around the house is bone dry. I live in Texas as well.
The key is to keep it the dirt around your house the right balance of wet. Typically, I run mine 15-30 minutes every other day in the summer, 24 hours apart. If I run them at 8 PM one night then think about doing it at noon the next day (because I know I'll forget later), then I run them at half the time. If it rains, I don't touch it. Thanks to all the rain we've had recently, I haven't had to turn those things on in months. You don't want to flood the foundation; it's a matter of keeping it moist. Too much water can cause problems too. And don't place them RIGHT next to the house; 6-12 inches away is ideal.
