I need to know about red stuff on tree leaf?

Question:well my neighbor bought these 300 dollor silver oak treeks and it has these little red balls on it and im wondering if its killing the leaves or not or how to get rid of it. The cheapest solution is : SULFUR POWDER , spread it on leafs , good luck

Looks like a fungus. Take the picture with you to any garden center and ask.
I have a tree with something like that on it; I need to head down to the garden center, too. Thanks for reminding me.
