Not if it doesn't have significant damages. Landlords want to make money, not spend it. As long as it gets tenants to rent, he will probably leave it as is.
Not necessarily. The landlord is not obliged to do so, as far as I know. This however, can be a negociation point for a new tenant considering signing the lease.
