Is it Legal to have Coca leaves or seeds to make tea?

Question:I have an old friend , mentioned that his wife used make tea with Coca leaves and the tea used to wake him up better than coffe when he lived in columbia, I just want know if it would it be legal to have coca tea leaves or seeds to grow the coca plant to make tea from the fresh leaves..
