I would hang it on the opposite side of the door opening, so it is on the hinge side. People would be less likely to get hit by it. If it is higher up, I'd still put it on that side, just seems safer to me. But it's got to feel balanced, have someone hold it for you in different places and put it where you like the looks of it best!
Which side of the door? You should hang it on the INSIDE, no one wants to see your Canadian flag.
