You are in the right category. Lots of questions about bugs in this category. I unfortunately do not know about sand-flies specifically. I do know the stuff Terminex sprays on my yard every month kills almost everything. Not too PC but i have no bugs at my BBQs.
The pesticide that worked well in the past, Diazinon, is not longer available because of the toxicity. Killed the bugs, but a his pretty bad for people. Try keeping the area wet & use an available pesticide to kill as many as possible. Then spread a band of lime as a barrier to keep the pests away.
try sevin dust 10% sprinkle it all over your yard or you can buy the liquid and mix it and spray it. That's about the safest way to do it.
