We have these pesty lil flying like nats. what are they and what made them come?

Question:our upstairs neighbors have a washing machine and ive noticed black spots coming through on our bathroom ceiling. fungus or wrot..did this bring the flying annoying critters? they seem to be appealled to lights when turned on. they flock like mad to the lights. buggy as heck tooo. help!??!

That may be so, I don't think it is. Though, small flies usually live a day or less. They are probably populating somewhere. You should clean your house thoroughly. If your house is humid, then you will likely to see more flies. You will see that when you turn on your AC to high, flies will be active to try to find a safe spot. I would say get rid of all the trash, especially foods!! I hope you get the ceiling fixed soon. I don't think the ceiling is the problem though.
