Talk to your city counsel person or alderman. They can talk to your utilities government liaison with a lot more clout than an individual can and, by my experience, the utility company's really do work with the towns that they serve (they are,after all, their biggest customer) to get them what they want and need.
For whatever you do, got at it with "reasonable requests"...not angry or exasperated demands for immediate action. (Angry and exasperated people frequently come off as 'crackpots" for which little is done). Best of luck.

I think you have to contact the county or city & send in a patision from the neigborhood That should get the ball rolling
I think you need to contact your village or township for street lighting. I do not think the power company can install without their ok. At least in illinois it is that way. They only install when tald and fix when they fall. Otherwise most towns change their own other stuff and do the upkeep.
