Contact your local council - ask for the energy conservation boffin - they will probably have all the info - or try the councils website.
If you are on any sort of tax credit or other benifit try for a warm front grant. this includes new boilers or rads,wall and loft insulation. just do a search for warmfront on your computer. we went with a company called eaga plc and so far they have been very helpfull and it looks like we will get the grant.
eave the country...then come back as an illegal immigrant...you will get anything going usually for free...
