Best practices for germinating seeds depend on the variety of seed -- some need dark while germinating, some need light, etc. However, the one item I've found that has really increased my viable seedlings is a heating pad. They make special ones specifically for this purpose.

For the rest, I'd suggest looking up each seed type that you want to start, either online or in a book.
