You can plant trees and shrubs in July but be prepared to water them frequently and mulch them well. It does give them a chance to develop strong roots before winter.

Although it REALLY depends on what tree and what your location is...the simple answer is, that you can plant trees all summer long as long as you prepare the ground, and watch it like a hawk. Be prepared to water deeply, and depending on your location, frequently. Deep watering is best as this will encourage the roots to grow down and will help the tree to survive the winter. I planted a Hybrid Elm 2 years ago (July 4th) and it is thriving even though we had a very cold and nasty winter.
