Where should I get some lumber and some pvc pipe cut?

For what I consider a very small cost PER slice, both Lowes and Home Depot will cut your lumber, pipe or just about anything, to any length. Just make sure you go in there with the sizes you need.

Try spending ten buck on a hacksaw and a handsaw and doing it yourself if it's low volume, if it's not, try a local Home Depot or Lowe's. They should be more than willing.
Do it yourself. A hexsaw works wonders with PVC and a skillsaw and sabersaw with wood
A lot of hard-ware stores (Home Depo, etc) do that for no or low charge. BTW, be sure that you measure it and mark on the lumber/pipes precisely and clearly before getting there. If you just tell them the measurement, some workers are sloppier than others (some are really good, though) and can miss enough to cost you the material. It happened to us once.
