What beetles attack Birch Trees other than Scolytus?

Question:I have a paper birch, about 18 years old. Recently I have started noticing holes about 5 feet up the main stem. They are the same size and shape as Scolytus vent holes, but they are arranged horizontally. The tree is showing some slight crown dieback, but other than that appears to be in good health. One thought I had was woodpeckers, but the holes seem to be awfully low for that. Any ideas?
