Suggestions for a flowering, Perennial which does well in damp, clay-like soil in the partial shade?

What about a native azalea or rhododendron? You can supplement the planting area with humus and leaf litter, then mulch and continue to improve the soil over time. Then begin to underplant with fern, foamflower,mayapple and other shde-tolerant natives as the soil improves.
I am making a woodland garden just the same way, and even in the drought conditions, it is doing well.
yarrow, and look to your DNR for native species that will require little on your part
