Bad Housing/Death?
Question:My friend knows a few people who have mice, roaches, never clean, talking about bird seed everywhere mice poop/pee everyday nobody cleans this has been going on for 3 years how long will it take for them to die? and how to get them to clean their house or report them?

If it has been going on for 3 years, it doesn't sound like they even want to clean. I don't know how long it would take someone to die or get really sick from living like this, but my guess would be that someone in that household is already sick or will be soon.
You can call social services if there are children involved, and have them stop by for a surprise inspection. Also call your local health department and see what they can do about it. If they can't take care of it, they can at least direct you to the right people. Most of these places will allow you to report anonymously.
Mind your own business.
This is not your house, not your life, people are supposed to be free to live the way they want in this country.
If you don't like it, this is your problem, not theirs.
You may ask them Politely if they need some help with cleaning different areas of the house. If they don't mind you doing all the work, then knock yourself out. If not, then you shouldn't let it bother you. If they have kids, then see if you can make a competitive game out of who can get what areas the cleanest and let them win. Start small and work your way up! Make up a reason why they did better then you so that you build them up and not humiliate them.
