Can i grow a mango tree outside in chicago?

No, mangoes are tropical trees. Chicago's winter (read September through May) is too cold. You might be able to keep it potted and move it indoors when it starts getting cold and outside in the summer, but even then you would have a tough time getting it enough sun.
