My house circuit breaker will not reset. Not the main breaker?

First you could disconnect anything on that circuit and then see if it resets.
yeah the breaker is probably fried or maybe a loose wire just be careful that could kill you. just make sure the main power is off.
Be sure to turn the breaker all the way to the "off" position before trying to turn it back on.
I doubt very much that the breaker is the problem. There's a short circuit SOMEWHERE (in a switch, an outlet, in light fixture, somewhere) and it could be a fire hazard. Get an electrician to chase it down. Even in the remote likelihood that it is the breaker, you'll want someone trained to play electricity to change the breaker out. One wrong move inside that breaker box can KILL you.
If you are electrical inclined, you could turn off the breaker and test its output with a voltmeter. If there is no voltage, test the output terminals with an ohmmeter. If the resistance is close to zero, you have a short. Turn off all the breakers in the branch circuit panel and test again. If the resistance is low, there is a short in the feeder to the breaker panel.
If, instead, the resistance at the main is high, it looks like a bad breaker. I had the same experience and had to replace the main. It is best to remove the meter prior to replacing the breaker. Leave a note on the meter when you are through, telling the meter reader why the seal is broken.
