My folks used to recycle soap chips when I was growing up. They'd put the pieces in an old knee high pantyhose and use that to lather up with. but mostly I remember a drawer in my dad's bathroom full of those things, they get hard and practically unusable, so I say throw them out. Good luck.
Oh this is a fun one!! When you save little bits of left over soaps of various bars .... cut them into little pieces. Then get some glycerin soap, melt it down, mix all the different colored left over pieces in it. Pour into a mold, and voila!~you have a nice bar(s) of confetti soap!
I collect little / broken pieces of soap in my shaving jar in the bathroom. I use a "lather brush" and water to use it to shave, but I very rarely shave this way, so I end up with a lot of left over.

Once a year I take them out and put them in a clean metal can, which I put in a small pot of water on the stove. I turn the heat on to heat the water, and the soap in the can starts to melt. When it's runny with some lumps. I let it sit to cool down some. Then I scoop it out and form it into a ball (watch the temperature and dont burn yourself). I put the ball on some plastic wrap to dry. After a few weeks, when its very dry, I start to use it.
