Clean out your garbage cans regularly to keep maggots from forming and make sure all of your garbage is sealed or enclosed in cans - don't leave any open garbage bags or bins hanging around. The problem should be fixed then =)
RAID or any other bug killer should kill them - also gasoline if you have some in an area you would not mind getting gas in (but be careful).
Get rid of your garbage on a regular basis. Is it really hot where you live? If so freeze all your garbage that will rot and cause this to happen. I always freeze meat waste and bones and throw them into the trash at the very last minute. Clean out your trashcan with an antibacterial cleaner or if this can is beyond help buy a new one and start fresh.
Stop keeping your trash there. Take away the maggots' food and they'll starve, or at least move out of the room.
Something some people do, if they're concious of this sort of thing, is to build a trash stand. Basicly a really really small deck, maybe 15-20 pounds, that they put the trash on to keep it out of the house and up out of the reach of dogs. This should at least move the maggots out of your house.
Bleach should work, but if you continually have raw garbage in the garage, they will keep coming back, as they are flies waiting to be born. Move the trash to the outside, and tie the lids down so to keep pests from tipping the garbage all over.
Maggots come from flies. If you are bagging your trash and putting it in a trash can with a tight sealing lid, you shouldn't have this problem.
Pour boiling water over the ones you see. The get rid of the source.open trash.
I totally agree with Morgs L on the prevention aspects as flies are the cause for maggots. To clean them out, try this. Rinse your rubbish bin with hydrogen peroxide. It will kill the maggots and clean the bin as well. Give it a good wash, dry it and follow the prescribed prevention method to prevent recurrence.
Put the trash in a can with a tight fitting lid. Flys are getting into the garbage and laying eggs, maggots are the larvae that hatch. Keep the flys out of the trash and you won't have any more maggots.
