What is that buzzing?

Question:can someone explain what the buzzing sensation is in my kitchen i live in a flat with my partner and everytime i go into the kitchen i can feel this buzzing sensation i live on the bottom flat 3 other flats above me i keep thinking it's a washing machine that's on but it seems to go on right up til we go to bed and that's 12 midnight who can explain what it is?

Are there high power outside lights for parking or walkways that either shut off automatically, or maybe you are turning it off before bed.
Another possibility is your kitchen light.
is it an old 4 ft. long florescent, or one of those circular florescent. If it is, the ballast inside is probably going bad. First check the florescent tubes themselves for dark purple or black areas near the ends of the straight one, or near the connection plug of the circular ones. If the tube bulbs show signs of this, replace the bulbs.
