The cheapest way is to make your own bonsai.
Go to your local nursery and buy a small tree about the size you want. Prune it into a pleasing bonsai shape. Use wire if you want a cool windblown twisty shape. A good nursery will also have bonsai pots, wire, and soil (or add lots of sand to regular potting mix.) Don't fertilize. Keep them outside. Water when necessary. Prune back as needed.
If you want a deciduous tree bonsai (a tree that loses its leaves), every year remove the leaves, let them grow back, then remove them again until they come back in tiny. Have fun!

If you want a out door one you can collect any seedling in your neighborhood and place it in a pot to grow.

If it's an indoor you would have to go to a specialties nursery that carries the pre-potted indoor kind with instructions.
