To me lower floor, as in a high rise hotel, is the first 2 floors. I was explained before lower floor is one you can reach the ground from the window. Anything else is an upper floor.


upper floor is the upper level, and lower floor is the bottom level.
Lower floor is the main, upper is anything else.
