It will if it's sized properly, but ultimately depends on the humidity in your area, the higher the humidity the less cooling effect you will get.

It will work if you have low humidity and don't need to drop the temperature more than 15 degrees.
It depends mostly on your relative humidity. If you are in a dry climate, they work great. Here in the Ozarks with RH today at 90%, forget about it! "Swamp Coolers" are used very successfully in the southwest where temps are high and humidity practically non-existant. If your in the wrong climate, try a window fan in the back with the garage door cracked open a bit for cross ventilation. This works good for us. good luck!
I did some research on these a while back, (also referred to as swamp coolers) and they will work well to cool a garage if you do not live in a humid part of the country.
