Question:English landlaw applies. In order to develop land I would need to access mains/electicity/phone and lay cables under right of way

Those are all things that will require permitting, even tho right of way is private because you are tapping into public services. You need to check with your local authorities as to what would be required and what is permissible.
Right of way is for everything,not just vehicle access or walk access.
