Where are you located? Here in SoCal, they grow like weeds. You can germinate from seed, but we usually buy seedlings. No tricks to it, just a good potting/soil mix, and plenty of water. If you can grow tomatoes, you should be able to grow bell peppers.
you have to first find where your going to plant them and amend your soil and pick out what type you want they like heat plant them that when they grow that they touch and watch them grow water with miracle grow
