When you can see that the roots are growing near the bottom of the pot in a tangled mass it is time to re-pot.
Generally, you will be able to pull the whole thing out dirt, roots and all with no mess.

I replant mine about every two years. Of course, it depends on what species of plant you are talking about. Pathos I just trim back and tuck in the runners to keep if leafy. If it is a multiplying plant, you can just divide it into two pots. Plants like palms you will need to move to larger pots. Increase the diameter of the pot by only one or two inches at a time. There is a lot of information available on the net on plant care if you know the names of the plants.
Probably every 3 years, for most. Some grow much faster than others. If they look stringy or over crowded just re-pot them with fresh new soil and a fertilizer.
