Why would I have potato bugs in my upper apartment?

Question:I mean, I don't have a lot of them, but I really thought it was strange that these potato bugs make it all the way up...I see one a week or so. I don'/won't use chemicals to repel or kill insects...any serious ideas??

Answers:
The only thing I can think of is maybe someone in the apartment brought in a sack of flour or other food item and some eggs were in the sack and hatched.
