How do I open the freakin basement/cellar windows ??

Question:The basement has those small push out windows with a wire hanging for a handle. I can't get them open for anything. They're like sealed shut with something.

The other windows I was able to stick a knife in it and push it out by loosening the dirt. Not these!

Some fresh air would be nice!

Answers:
Painted shut probably. Take a sharp chisel or paint knife and work around the opening till the paint is broken clear.

after getting all the paint off don't be afraid to tap all around slightly with a hammer. it gives a more solid push to move the window from the grit thats holding it shut. goodluck
Try heating the frame with a hair dryer, and work a sharp knife, or tool, into any cracks. If they've been sealed, the heat might loosen the sealant.
Try a thin hacksaw blade, leverage it in and travel around the frame to release any paint or obstruction the seal maybe caused by swelling of the timber. If area / frame dry try some talcum powder like baby powder to lube area prior forcing frame/window. Squirt a lubricant like simple light oil into the gaps , hinge may have become seized. Worst case consider re doing the window frame / glass like breaking the window frame/ glass. Yet feel with persistence you will succeed. patience will see you through.
