How can you afford to buy a rainwater tank and install it when you are a very low income?

Question:we live in brisbane australia and we are going to level 6 restrictions soon and the goverment are offering a rebate for rainwater tanks But we cannot afford to buy one in the beginning! How can you buy one and get it install for very very little amount of money?

Answers:
I don't know about Australia but in the U.S. my grandfather dug (by hand) a cistern for his house before municipal water was available. Is this an option for you? It's a lot of work but 80 years later it's still full of water.

tanks are nice, but what about building materials? dig a hole and line it with plastic for retention. build a brick dike above or below ground. how about cement or wood, any combination will do for most homes. just remember to cover it and protect it from things that climb in and drown.
