What garden vegetables or fruits can I plant that will survive the winter and regrow in the spring ?

Tubular plants have to be planted each year (carrots, potatoes). Same with peas, beans, tomatoes, etc...

Reseeding plant are leaf lettuce (normally not enough).
Reseeding 'spices': mint leaves, dill, garlic, rosemary, thyme.

Rhubarb are perenniel.
Berries are perennial: strawberry, blueberry, etc..
Fruit trees are perennial - - but check your planting Zone first.

I cant think of any vegitable that doesn't have to be replanted each year. Squash on a vine perhaps.
Grape vines, fruit trees, pecan trees. Any that reseeds itself is an annual. You are looking for perrinals, that will return annually. Berries, onions, garlic, etc.
