It is very hard to quote, but the garage bit will cost around £5,000. As you want two storey you will need foundations dug to a depth of 1 meter, and filled with concrete. You wil have to pay for planning permission and firstly get some drawings made.
Depending on the specification it is likely to be at least £10,000, £20,000 is really not far off the mark.
Scaffolding will cost £700, trenchfill concrete approx £50 per cube = £400 approx, skips will cost £400, bricks will cost around (@60 per meter) £800 approx, labour at £140 per day for plasterers/bricklayers and carpenters.
Height of the roof and thus the amount of timber required, size of windows, work required to remove asbestos/work to change existing cavity wall/addition of steel joists and complications with drains needing altereation or re-routing, will all affect the price.
If you wanted to you could just build the garage for now, but make sure you do all the foundations to suit the 2 storeys! Get planning permission for the bedrooms too, and build them later. I would build the garage with a 100mm cavity fully insulated and if someone later decides to make it into a utility/office then it will be very easily done (good selling point for the property).
If you don't get round to doing the bedrooms, you will have increased the value of the property just by getting the plans passed!
Also consider adding a second toilet/washroom, as it does wonders for house prices!
