What determines street numbers in addresses?
Question:For example, if my address is 8678 Anywhere Ln. and my neighbor's address is 8640 Anywhere Ln.
What determines first off the addresses anyway, and then what determines the difference in them? (There are 38 numbers in between, why?)
And why are different streets numbered differently?
My old address was 6807 Somewhere Ln. and my neighbor's was 6789. Why don't they all just start with the same number? Who decides this?

The first digits are block designation, then ascending from 00 to 99.

In the UK, the house numbers run in odds on one side of the road/street and evens on the other starting at one, and three respectively. There are time when the odd number is missing but not often. makes me wonder how the hell the postman manages with all the gaps your talking about.
Don't think there will be many roads/streets over here with 8000, houses.
